The trending topics list is a sampling of the posts that use the particular phrase that is trending.

You can not post directly to that list. Instead what you should do is make your post as normal but use the #(trending phrase) at the end of your tweet. You will be indexed as using that term and show up in the list eventually. You may not actually see your post in the list though as it is just a sampling you see at any given time.

If you use search.twitter.com and search for the trending # you will see your post right away in most cases.

You don't always have to use the has to be counted as part of the trending topic but it helps people find your tweet easier.

Be advised that it is a bad idea to use trending hash tags (#) on unrelated posts just to draw more attention to yourself. The community frowns on this activity.

I can't seem to post in trending topics. I'm in a topic, post a tweet, and it shows up in home postings. I've put the # sign before the topic and it still doesn't show up. Reading other tweets in the topics, they're not having to type #topic and then message. What the heck am i doing wrong?
